You can attempt the look by putting on black eyeliner first, then sweep black or slate eye shadow all over your eye lid. Use white eyeshadow and sweep that under your brow so your eyes can stand out. Don't forget to put lots of mascara!! Oh yeah, and make sure your brows are nicely plucked, because Bill's brows are nicely shaped. You can use cover up or foundation to cover any blemishes on your face, and use pale lipstick so your eyes can stand out even more.
It looks like he just takes eyeliner ans applys it to the top and botton water lines, and on his lid but right on his lash line. Use a eyeliner pencil and apply then get a sponge applicator and smudge it. I hope this helps. Good Luck.
