You *must* use good quality paper. Regular copier/printer paper does not work as it does not absorb the products well. The surface is too smooth for powders, etc, to ';grab'; on. You need to use art paper (something like watercolour or cartridge paper). MAC face charts are printed onto something similar to art paper.

Using sponge-tip applicators also helps, as you can use a good amount of pressure to get the product to stick to the paper. It's hard to get product to stick with brushes as they are so soft, unless you are using a stiff brush.
I used to be a cosmetic consultant and the pads we had for the counter were quite thick paper that absorbs the colour well.

All I did was put the colour on the paper with a small sponge applicator the same as if I were doing a face. You have to be more gentle and smudge well into the paper. If you want to keep it you will have to use something to seal it with or laminate it.
Use water with eyeshadow (you can do this on your face too!) and don't use brushes use sponges to apply all of it so it really rubs in.

Keep in mind though some make up has oils in it that are going to bleed on the paper after a few hours.

If you want to seal all of it afterwards, spray it with some hairspray or art glazing spray.
