search iton google and there lots of webstes that tell you step by step, an go to covergirl.com and they even have agents to help you
go to a mac cosmetics store, tell them you dont know how and you'd like some advice on colors. they will give you a free make over and you'll learn some tips.
try Macy*s Clinique they help you a lot and write everything down for you!
any department store will show you how to do it. and sometimes give you free samples of all the make-up they used on yor face...another choice is a mary kay or avon representative
Find a Mary K beauty consultant in your area, they will do it for free
Specktra.net has some tutorials....

xsparkage has some video tutorials on youtube.com

most makeup website have tutorials.

You can also go to a counter, like others suggested. It's their job, that's what they get paid for, so don't feel like you need to buy from them. If you want to, that's fine. If you have a MAC near you, call ahead and schedule an appointment. Tell them you are new to makeup and would like some tips, maybe ask if they can do your face or let you watch them do some makeovers? The girls at my mac counter are super nice, so I know they would let me. Or make something up, say that you really like a color but you don't know if it would work for you...most likely they will offer to put it on. Good luck!
go to Macy's on times square or look in a magazine to find out step by step instructions

Some schools for makeup artists need models and you would get to hear the advice being given to the students. Makeup counters in malls offer free applications with perchase. Maybe mary Kay or Avon if you trust thier advice.
Go to any make up counter at a Department store or call and get an appointment. This is a fee consultation, they will try to sell you their products, of course. They uaually will give you samples though.
